History In 1883, Joseph E. S. Davidson was sent to Japan as a missionary. He founded the University of California in Tokyo and the California Institute of Technology in Yokohama.The University of California was in full operation for over 60 years, but only four years longer than its original location at Berkeley. It was in Tokyo that the concept of a free public college was furthered. The first Japanese-American, Fusaoka Saneaki, was a student at UC Berkeley in 1912. During World War II, the Japanese Consul General at Berkeley was a major sponsor of the college, which provided both language and English classes for non-English-speaking Japanese, and it is considered one of the reasons that American policy changed to support the creation of a modern Japan.The institution expanded to other areas of study. In 1954, the Berkeley campus of the university was moved to San Francisco, and the University of California, Santa Cruz was formed. It too was based on the UC's Berkeley campus but located in Santa Cruz, California. This was followed by the Irvine, Los Angeles, Santa Barbara, and Davis campuses in 1958. In 1972, the University of California merged with the California State University system, creating the University of California, Berkeley, a comprehensive research university; the UC Berkeley campus continued to include most of the original 1884-1972 colleges of the University of California. Since then, the UC has grown substantially, with more than a dozen campuses across the state. The UC was designated by Congress as a "Superior" research university under the Carnegie Classification, which includes all UC campuses except San Francisco, Santa Cruz, Santa Barbara, and Irvine. A UC Berkeley-based satellite campus, the UC San Diego, opened in 1961 and was the first university-owned and -operated campus outside of California.
